Alcatel to deploy a Euro 13 million GSM/GPRS network in Togo

Paris, October 18, 2005 – Alcatel (Paris: CGEP.PA and NYSE: ALA) today announced that it has been awarded a Euro 13 million contract with Togo Cellulaire, the leading mobile operator in Togo, to expand and upgrade its GSM network across the country. This further strengthens Alcatel’s dominant position as the mobile solutions provider for the operator. The contract has been won through Alcatel Shanghai Bell, Alcatel’s Chinese flagship company.

Under the terms of the contract, Alcatel will provide Togo Cellulaire with its industry-proven Evolium® GSM/GPRS/EDGE solution, including Base Transceiver Station (BTS), Base Station Controller (BSC), Mobile Services Switching Center (MSC) as well as Microwave Transmission equipments.

Relying on its extensive experience of solution deployment in countries with underserved networks and limited infrastructures, Alcatel was able to offer a fixed GSM/GPRS/EDGE solution particularly adapted to the remote regions of the country. For incumbent fixed operators deploying a network in rural and suburban areas, wireless solutions are less costly than wired ones when subscribers are dispersed over a large territory. A fixed GSM network solution therefore allows quick deployment and easy installation.

The solution will enable Togo Cellulaire to meet the growing demand by increasing the network capacity from 400,000 to 500,000 subscribers and extending the network coverage to remote areas of the country. In addition, Togo Cellulaire will be able to offer users additional services such as Internet access and Personal Ring Back Tone by upgrading the network with GPRS. The project is expected to be completed by mid 2006.

“Alcatel is our long standing strategic partner in Togo and has been helping us to maintain a strong position in the mobile market,” Mr. Dèdèriwè Ably-Bidamon, managing director of Togo Celluaire, declared. “With Alcatel’s advanced solution and value-added service, we are able to extend our network capacity and provide high quality mobile services to meet the ever growing market demands.”

“As a leading provider of mobile network solutions, we are committed to helping our customers to develop new market opportunities and meet demand for new services,” said Gerard Dega, President of Alcatel Shanghai Bell. “Togo Cellulaire is yet another example of a service provider that we have been able to support in this way.” he added.

Alcatel’s Evolium® multi-standard platform natively integrates all GSM-based mobile technologies, from GSM/GPRS to EDGE, 3G/UMTS and HSDPA, and allows all solutions in one, for a smooth upgrade of existing networks. Alcatel’s Evolium® 3G UTRAN solution is designed and developed by Evolium SAS, Alcatel’s joint venture with Fujitsu.
