Eurofins China offers testing methods for 15 additional Substances of Very High Concern now included under REACH legislation

Eurofins Product Testing Services China announced today that its recently operational, state-of-the-art laboratory in Shenzhen, China has implemented the test methods necessary for the testing of new Substances of Very High Concern (SVHC) that have recently been confirmed as part of the REACH candidate list. This is in addition to the 15 SVHCs already recognised. Following the official publication of the new SVHC candidate list, the requirements relating to these compounds have come into force with immediate effect and manufacturers and importers of virtually all products that are to be sold in Europe must comply or withdraw the goods from sale. As might be expected, a Substance of Very High Concern is classified as either carcinogenic, mutagenic, toxic to reproduction or bioaccumulative and they are used in an extremely wide range of products that can be found in almost every household.

The REACH regulation sets out a limit for each SVHC compound to be 0.1% by weight in any product. In addition, information must be provided to ensure the safe handling of the product. Failure to comply with these requirements could result in penalties and fines from individual EU member countries, as well as the demand that the products concerned are withdrawn from sale.

The 15 new candidates for the list are frequently present in products such as rubber products, pigments, polymers including polyurethane and PVC. They include oil-based substances used to manufacture anthracene and carbon black, and coal tar that is widely used to produce electrodes for industrial applications. There are also pigments based on lead chromate which are included in a wide variety of paints and coatings and refractory ceramic compounds that are added to many high temperature applications. Organic substances include acrylamide used for synthesis of polyacrylamide (waste water treatment and paper processing) and 2,4-dinitrotoluene used in the production of flexible foams or car airbags. Finally there are plasticizers such as diisobutyl phthalate and tris(2-chloroethyl)phosphate which have flame retardant properties. These SVHCs therefore have a range of applications that make them widely used in many industries, in particular those that manufacture plastic components or electronic products as well as cars, textiles, furniture, the construction industry and many more.

Without chemical analysis of these products it is almost impossible to assess whether any of the above 15 SVHC candidates, or indeed the previous 15 SVHC compounds published in 2008, are present in a product and particularly if the 0.1% by weight limit is exceeded. They may enter the supply chain at any stage from raw material sourcing to final packaging of consumer goods. Furthermore Eurofins offers locally-based manufacturers, exporters and buying offices safety performance testing through its laboratories in Shenzhen and Shanghai. These provide for such aspects as conformity, flammability and quality / defect analysis (amongst others) through physical, mechanical, electrical and microbiology testing for consumer goods.

In Europe, product safety testing for the presence of SVHCs is carried out at the Group’s Galten, Denmark

laboratories. Eurofins also has a centre of excellence dedicated to REACH in Niefern, Germany. Specialisms there include Physical Chemistry, Toxicology and Ecotoxicology: the type of testing needed to comply with the deadlines for registration set out by the European Chemicals Agency (“ECHA”). In general these are determined by tonnage manufactured or imported, with 1,000 tonnes/p.a. being required to be registered by 1 December 2010, 100 tonnes/p.a. by 1 June 2013 and 1 tonne/p.a. by 1 June 2018. Specifically, SVHCs also have to meet the 2010 deadline.
